He holds a B.S. in Electronic Engineering (Circuit Design) from the University of Minnesota and an M.S. in Engineering Management (AI & HF) from George Washington University. He started his professional career as an Air Force Acquisition, Engineering and Program Management officer and Reservist. From 1985 to 2011 he worked for Lockheed Martin in a variety of program and technical management roles including the development of advanced enterprise risk management practices for its corporate risk management committee. From 1985 to 2001 he was also a reservist with the Air Force Office of Scientific Research supporting their information systems strategic planning.   He was one of the first 31 individuals world-wide awarded the Project Management Institute’s Program Management Professional (PgMP) credential from the Pilot Credential Program. In addition, he is a Registered Professional Engineer (EE, Vermont) and has been a certified Program Leader for Kepner-Tregoe Problem Solving & Decision-Making techniques. His research interests include enterprise agility and projects as knowledge transformation. He has been a speaker at the Washington, D.C. PMI chapter several times on topics that included “An Introduction to the PgMP Credential”, “Risk Management – 1st Principles”, “The Serenity Factor in Risk Management” and “Prediction Markets in Project Management”. Most recently he has been engaged as a Sr. Principal of NTT Data, Inc. developing and integrating enterprise risk management practices for DHS Customs and Border Protection’s (CBP) Office of Acquisition, showcasing his skills as a thought leader, mentor and teacher with regular meetings of functional and program risk management practitioners, an extensive Risk Management Community of Practice SharePoint site, monthly ‘Gatherings’ of risk management practitioners and risk management acquisition workshops numbering over 35 and still counting.    In short, he is a technically-savvy business manager and business-savvy technologist who knows how to communicate a vision, set goals and objectives, plan a project, estimate resources, organize a team, track progress, solve problems, imagine the future, expect the best, plan for the worst and drive for the finish line.

  • Project Program Management Sr. Principal Consultant, Enterprise Risk Management at NTT Data

    Facilitating the migration of the Customs and Border Protection's (CBP) Office of Technology Innovation and Acquisition's risk management organizations and practices to the CBP operational offices and redefining the risk management practices of the Office of Acquisition's role as an oversight and governance organization.

  • Senior Principal, Enterprise Risk Management at ManTech International

    Led the development and implementation of risk management best practices in DHS/CBP's systems acquisition organization. Deployed a common risk management tool; established a Risk Management Community of Practice; designed a risk management framework for the organization; drafted enterprise risk management policies, procedures and plans; delivered risk management training and mentoring; led risk assessment workshops.

  • Enterprise Risk Manager at Lockheed Martin

    In two years developed and implemented nine advanced risk management techniques with top executives of the world's largest defense contractor. In less than two years became recognized as the primary corporate subject matter expert in enterprise risk management.

Implemented agile practices (including master scheduling, continuous maintenance, rapid application development (DSDM), and periodic planning) in a federal law enforcement agency software maintenance activity, raising award fee from 94% to 99.5% in one year.

  • Integration and Test Manager at Lockheed Martin Management & Data Systems

    Led a software test team of seven subcontractors on a critical Army command and control development contract to a 30-point customer rating from "Below Acceptable" to "Above Average" in one year. Implemented Wiki-based test procedures. Pioneered automated software testing for the program.

  • Air Force Engineering and Program Management Officer at U.S. Air Force

    Developed innovative designs, drawings and specifications for interior wiring and lighting, exterior electrical distribution, airfield lighting, alarm system and electrical/electronic control systems projects and managed the subsequent contracts. Led a staff of power production specialists to build and operate an electrical generation plant using mobile generators for a critical Defense Communications site. First and only Air Force officer chosen to study the operations and application of large computers systems in a worldwide engineering firm. In two years monitored and guided a portfolio of over 40 active Military Construction Program projects from initial design through construction completion. For fifteen years as a Reservist developed and managed strategic information technology plans for the Air Force Office of Scientific Research.

    Led effort that integrated WindowsNT and UNIX systems from four US and two British systems into a transportable, operational prototype command and control system in three months for a critical proposal effort.
